Your email must be verified before your account can be activated. An email with the subject "Welcome to Access DC!" was sent to you when you signed up for your Access DC account. Please open the welcome email and click the "Activate Access DC Account" link to verify and activate your account. 

Note: any attempt to change / reset your password or unlock your account before your account is activated will result in errors. Please check your Clutter, Junk, or other Spam folders if you cannot find the Access DC welcome email in your Inbox.
